为控制危险化学品泄漏引发的事故危害,提高化工生产本质化安全,以天津市滨海新区某化工厂氯乙烯储罐为例,在事件树方法预测其泄漏后果的基础上,分析各后果发生的可能性,利用ALOHA对其后果影响范围进行模拟,得到可能事故场景下的氯乙烯毒气扩散区域、闪火可燃区域和蒸汽云爆炸超压冲击波影响区域,结果表明:毒气扩散事故影响范围最广,蒸汽云爆炸事故冲击波影响后果最严重。根据卫星云图对影响范围进行实地拟合,按照事故后果严重程度划分不同级别的警戒区域,针对各级别提出切合实际的日常管控措施和应急救援对策。该研究为氯乙烯泄漏事故预防管理和救援处置提供有效信息,为危化品泄漏事故的预防管控提供新方法和新思路。

To control the hazard of the leakage of hazardous chemicals and improve the essential safety of chemical production,taking vinyl chloride storage tank of a chemical plant in Tianjin as an example,based on the ETA,this paper analyzes the possible type of the accident,and uses ALOHA to simulate the toxic area of vapor clouds,the flammable area of vapor clouds and the blast area of vapor cloud explosion.The results show that:the impact of poisoning accidents is most widespread while steam cloud explosion accident most serious.Then fit to the real places and divide the alert area,which provided information for the prevention and management of vinyl chloride leakage accident and new methods and new ideas for prevention and control of dangerous product leakage accident.
