为有效预防和控制煤矿水害事故的发生,采用事故案例分析、文献调研、关键事件访谈等方法对煤矿水害险兆事件影响因素进行深入分析和验证筛选,得到了煤矿水害险兆事件影响因素,包括个体因素、组织因素、环境因素和管理因素4个一级因素和14个二级影响因素; 运用AHP法对影响因素进行权重分析,4个一级影响因素按权重大小排序为:个体因素>管理因素>组织因素>环境因素; 在此基础上构建了煤矿水害险兆事件管理评价指标体系; 最后运用Fuzzy法对某煤矿水害险兆事件管理水平进行了综合评价和分析,结果显示该煤矿水害险兆事件管理水平处于“较差”水平,“个体因素”和“管理因素”是主要限制因素,并针对性的提出了提升措施。

For effective prevention and control of water disaster in coal mine,by using cases analysis,literature consulting,and “Critical Incident Interview” for verification and selection,the authors analyzed the influential factors of water disaster near-misses in coal mine and got the ultimately influential factors of water disaster near-miss in coal mine.It includes 4 first level factors(individual factors,organizational factors,environmental factors and management factors)and 14 secondary influential factors.By using the method of AHP,the authors analysed and determined the weights of the influential factors of water disaster near-miss.According to its weights from big to small,they are as follows:individual factors>management factors>organizational factors>environmental factors.Based on this study,the authors constructed the evaluation index system for near-miss management in coal mine water disaster,and used the Fuzzy method to comprehensive evaluation and analysis of a coal mine water disaster near-miss management.The results demonstrate that this coal mine water disaster near-miss management level is in the “poor” level,and “individual factors” and “management factors” are the main limiting factors.Finally,the corresponding countermeasures and suggestions were given.
