为研究企业在非合作模式下、动态下浮比例时相邻两批货物的投标报价问题,并且提高企业投标的中标率,提出了理想基准价及最优报价比的概念,通过马尔科夫分析得到历史数据中各包每类货物平均报价,以此为基础建立了非合作模式下、不同时间连续批次货物、动态下浮比例时相邻两批货物最优报价值的比关系模型,并对最优报价比公式进行改进。以此模型为基础开发了投标报价软件,将其应用于某国有大型企业的项目招标中。使用本模型进行投标的公司在2014年6批次报价中每批次平均中标率从原来的6.02%提高到26.5%,全年6批次报价中标率均稳定,取得了理想的结果。结果 表明:报价模型较好的解决了传统静态报价模型预测精度底,没有考虑到不同批次报价延续性等问题,同时模型提高了中标率,而且有很强的稳健性。

This paper studied the bidding model on the basis of interval average downward float bilateral curve bidding algorithm.The concept of the ideal benchmark price and optimal bidding was first proposed and then the historical data in each packet of each kind of commodity prices were obtained through Markov average.Based on that,the paper established the optimal bidding values proportion models of non cooperative mode between successive batches of goods at different times and between two goods of dynamic fall ratio.The bidding software taking the model as the foundation was developed and applied in a certain project bid invitation of a state-owned large enterprise.The enterprise's average bid quotation rate of each batch among the 6 batches in 2014 was increased from 6.02% to 26.5%,and the bid acceptance rates of 6 batches in the whole year were stable.The bidding model gives a better solution to the problems of the traditional static model,such as low accuracy and without taking into account continuity of the different batches.Which achieved satisfactory results and produced significant economic benefits.
