摘要:
为保障具有多项世界第1的港珠澳大桥复杂跨海通道工程安全性,项目引入了具有良好声誉的健康、安全、环境一体化管理体系,建立了适合交通行业,包括制度保障、组织管理、应急管控、检查考核、预防预控和培训教育6个模块的HSE管理体系,提出在项目建设中按照PDCA从制度建设、组织建设、应急管理、检查整改、评价考核、预防预控、宣传培训、会议管理、文化建设、专项费用、科研与实践11方面持续改进体系,该体系总体上明确了参与主体的职责分工和伙伴关系,阐释了持续改进的机制,健全了施工全过程风险控制,使得职业健康、安全、环保的风险处于受控状态。运行结果表明,本项目应用该管理体系能够有针对性的避免或减少事故的发生,保障了环境敏感地点、生物保护敏感地点的生态环境,提高了职工安全意识和职业健康水平,实现了建设期水上重大工程施工和运输安全,说明持续改进重大工程项目工程建设职业健康、安全和环境管理水平的管理是成功的。本研究对其他工程项目安全管理具有借鉴价值。
Abstract:
In order to ensure the safety of the complex cross-sea channel construction of the Hong Kong-Zhuhai-Macao Bridge,the project,with a number of the world's best,has introduced a well-respected integrated management system of health,safety and environment.This paper establishes an HSE management system which is suitable for transportation industry,involving six modules:system guarantee,organization management,emergency management,inspection and assessment,prevention and control,training and education.It puts forward a continual improvement system of 11 modules based on PDCA in the project,including system construction,organization construction,emergency management,inspection and rectification,evaluation and assessment,prevention and control,publicity and training,conference management,cultural construction,special expenses,scientific research and practice.The system generally defines the division of responsibilities and partnerships of the participating entities,explains the mechanism of continuous improvement,and improves the risk control of the whole process of construction,so that the risks of occupational health,safety and environmental protection are under control.The operation results show that the safety management of this project can avoid or reduce the occurrence of accidents in a targeted manner.It has guaranteed the ecological environment ofenvironmentally and biologically-sensitive sites,and improved the safety awareness and occupational health level of employees.And it has also realized the construction and transportation safety of major water projects during the construction period,indicating that the continuous improvement of the occupational health,safety and environmental management level of major engineering projects is successful,which provides a guidance for other project safety management.
