中国现阶段城镇化建设步伐迅速,但是生态文明被忽视,生态环境恶化,生态产品供给能力薄弱,资源环境矛盾突出,传统城镇化难以为继。为了保证人民群众的健康生活和美丽中国建设顺利进行,必须将生态文明理念和原则全面融入城镇化全过程,提高城镇化质量,推动新型城镇化进程,实现经济社会的可持续发展。在深入理解生态文明和新型城镇化内涵和关系的基础上,构建了基于生态文明的包括经济发展、资源节约、集约高效、生态保护、生态损害、城乡一体、功能完善、社会和谐等8个一级指标,48个二级指标新型城镇化评价指标体系。运用改进的熵值法,对陕西省2001—2013年度新型城镇化发展水平进行评价。研究结果表明,生态文明的资源节约、生态保护和生态损害3个板块权重较大,占总权重近50%,要提高新型城镇化水平,必须融入生态文明理念; 陕西省新型城镇化动态发展变化呈总体上升趋势,其中经济发展、功能完善是拉动陕西城镇化水平提高的主要因素,生态保护、生态损害、城乡一体、社会和谐等4个方面则延缓了陕西新型城镇化水平提升速度。实践证明,该指标体系是科学可行的,可推广至全国各省市新型城镇化水平评价。
Abstract:
Rapid pace of urbanization ignores ecological civilization.The phenomenon of environmental degradation and weak supply capacity of ecological products is outstanding,so ecological civilization must be fully integrated into the concepts and principles of new urbanization process to improve urbanization quality and achieve sustainable economic and social development.On the base of in-depth understanding of contents and relationships of ecological civilization and new urbanization,this paper construct scientific new urbanization evaluation index system integrated with the concept of ecological civilization.The evaluation index system includes eight first grade indexes of economic development,intensive and high efficiency,resource conservation,ecological protection,ecological damage,urban and rural integration,city function and harmonious society,and 48 second grade indexes.We then evaluate level of new urbanization development of Shaanxi province based on 2001—2013 annual data,using improved entropy method.The conclusions are as follows:firstly,the weight of three respects of resource conservation,ecological protection and ecological damage,which represent ecological civilization is large,which account for the total weight of nearly 50%.This also improves that the importance of integration of ecological civilization concept into new urbanization process in improvement of new urbanization level; secondly,the trend of new urbanization development of Shaanxi province is increasing,and economic development & city function are main factors of improving new urbanization level of Shaanxi province; thirdly,ecological protection,ecological damage,urban and rural integration and social harmony are four aspects which delay the level of the new urbanization in Shaanxi.It is proved that the index system is scientific and feasible,and can be applied to the evaluation of new urbanization development level of other provinces and cities in China.
